Nah, usually it's just the instant rebate. They don't really do promo codes for stacking, the discount is already applied when you enter your BGE account info.

I tried that with a different item, didn't work. The rebate is kinda their main 'coupon', so you get that or nothing extra, unfortunately.

From what I remember, most of the popular smart thermostats like Nest and Ecobee have rebates. It's usually listed right there on the product page. Not sure about every single one though.

Yeah, if it's eligible for the BGE rebate, it'll say it clearly. Pretty much all the big brands get the discount, like Honeywell and Emerson too.

I had to return a faulty LED bulb once and it was pretty straightforward. Just contact their customer service and they'll walk you through it. They usually replace it or give you a refund, didn't have any hassle.
